The next budget maintains the incentives for international shootings in Spain and will give more prominence to the filming locations
The Committee on Budgets of the Congress of Deputies has approved, without any dissenting vote, a compromise amendment of “Ciudadanos” and “Partido Popular” maintaining the tax incentive to the international shootings, with the deduction of 20% of the expenses and the limits previously established. The novelty of this amendment is that it establishes a series of obligations to the final recipients of the incentive, improving it qualitatively.
Once the budget will be approved, the foreign films rolled in Spain that obtain tax advantages through Spanish producers in charge of the execution of the cinematographic production or of audio-visual works, must inform about it in the credits and in the advertising of the film, in addition to expressly indicating the specific places of filming in Spain.
The collaboration of the Government of Spain and the corresponding Autonomous Communities that have intervened must also be included in the credits, as well as the Spain Film Commission and the corresponding Film Commissions and Film Offices.
The films or series, fiction, documentary or animation, obtaining the tax incentive to foreign production must send to the Institute of Cinematography and Audio-visual Arts (ICAA) a copy of the production for archiving, classification and management. They must also provide a synopsis, the technical and artistic sheet, and a "sufficient" amount of frames of the work "to be used in the promotion of the territory where it was shot."
According to the amendment, "the beneficiary companies commit to assign the rights of partial reproduction of the works to carry out activities for the preparation of promotional materials in Spain and abroad for cultural or tourist purposes, which may be carried out by national, regional, provincial or local entities with competences in Culture, Tourism and/or Economy ".
